The 田纳西州 Higher Education Commission has the statutory responsibility to review 和 approve new academic programs for public institutions of higher education in the 田纳西州.

- ensure increased degree production within the state’s capacity to support higher education; 和

The 教务长办公室 supports the development of new 和 innovative programs. To initiate a new program, Deans must complete 和 submit the pre-approval form in 教务长办公室审查的课程.
The 前置审批程序 form uses the following guidelines to determine the feasibility 新项目开发:

- Potential to achieve prominence in the area of inquiry 和 or instruction
- Builds on existing strengths (including research 和 resources)
- Meets existing or future needs for workforce development
- Is financially feasible 和 has potential for sustained enrollment growth

Once the program has received pre-approval, the department can begin the program proposal 阶段. This includes completing the relevant forms in Curriculog, scheduling meetings with the shadow team (optional), being aware of the implementation date 和 the timeliness 需要达到这个日期.
The curriculum passes through several approval steps 和 reviews 和 these may include:

THEC Criteria for Review of New Academic Degree Program.
- Alignment with the state master plan for higher education 和 institutional mission – An institution must provide evidence that the proposed academic program aligns with the state’s master plan for higher education 和 institutional mission, with a focus on leveraging differentiation to realize statewide efficiency of degree offerings, 教学地点和竞争性研究.
- Feasibility – An institution must provide documentation that demonstrates the need for the new academic program including student interest, local 和 regional dem和, 产业扶持,劳动力需求.
- Institutional capacity to deliver the proposed academic program – Supporting documentation must be included that confirms an institution can deliver the proposed program within 现有及预计资源.
- Program costs/revenues – An institution must provide documentation of all new anticipated costs 和 revenues associated with the academic program
